Starting with January 1 2008 Romanian citizens can travel to Ukraine without visas, with the enforcement of the EU-Ukraine agreement on simplified visa.

Additional information is available here:

Car traffic

Roads in Ukraine are generally in good and very good condition, which enables high speeds. If not stipulated otherwise by road indicators, the maximum accepted speed in the localities is 60 km/h, and outside 80 km/h.

The inter-city road network allows speeds of 120Km/h (unless indicated otherwise). Wearing the safety belt is compulsory. You are recommended to travel by day, due to the long distances between localities and potential hazards during the night.

Parking fees range between 2-10 hryvny/h. You are advised to park your car in well-lit, preferably guarded parking lots.

The Romanian driver's license is valid in Ukraine.

Useful information in case of traffic accident

In case of accident, irrespective of the nature and gravity, the vehicles will not be moved from the spot until the arrival of the Militia. If there is a possibility, notify the closest embassy or consulate. Car accidents need to be announced to the Kiev Insurance Office, at phone number 044-2277184/2270189.

In case of road accidents with human casualties, you will notify the embassy or closest consulate immediately.

Personal vehicles require the international accident insurance, and in case somebody other than the owner drives the car then a special, notary-endorsed power of attorney must be presented. As of 01.01.1998 Ukraine is the member of the International Car Insurance system. Additional information can be obtained in Kiev at phone number: (044) 228-4934.

Customs regulations

To avoid confiscation of cash by the Ukrainian customs officer, travelers are required to demand and fill in a customs statement with the cash and the possessed valuables, etc. This statement has to be confirmed (stamped) by the customs authorities and will be kept until exiting Ukraine. The statement will be filled in for any amount in any currency that exceeds the equivalent of $250. The maximum amount of cash anyone can carry in Ukraine is $1,000.

According to "The National Bank of Ukraine's Instructions on passing national currencies, banking metals, payment documents, credit cards and foreign currencies through the Ukrainian customs" no. 283/12.07.2000, aliens, including diplomatic personnel and administrative staff of foreign embassies, can take out of Ukraine the cash in foreign currency, as follows:

For foreign currencies in amounts larger than USD 5,000 USD a banking transfer is required from a Ukrainian bank, empowered in this respect, into a corresponding foreign bank.

The amounts can also be taken out in cash, on condition that they are accompanied by an "individual license" issued by the Ukraine's National Bank.

Banking transfer of foreign currencies by non-resident aliens is established by the "Instructions on the transfer of foreign currency outside Ukrainian borders into the personal accounts of resident or non-resident aliens" no. 245/23.09.1996, issued by the National Bank of Ukraine. These instructions do not restrict the banking transfer of large foreign currency amounts gained by non-Ukrainian residents, obtained from salaries. Such transfers will be made via a state-empowered bank as soon as justification documents are presented.

On entry or during stay in Ukraine Romanian citizens need to demand customs statements forms from customs authorities, which will be filled in the case of: cars owned by the traveler or by state institutions and other Romanian corporate bodies; the goods and values such as jewelry, works of art, antiques, walkie-talkies, audio, video, photo apparatuses, etc. of great value; drugs and psychotropic medicines, narcotic drugs and substances, special chemical products, radioactive materials, other special substances which require special permits and transportation licenses, etc; guns, ammunition and explosives; any flora and fauna objects; import-export goods and any objects subject to taxation. In the case of artistic, patrimonial objects, proof of origin issued by the corresponding Romanian authorities needs to be presented to endorse the origin, the legal proprietor and the purpose for which the objects are being transported across the border.

You are allowed to carry one liter of alcohol and two cartons of cigarettes on Ukrainian territory. You are forbidden to carry uncooked meat products and derivates, as well as books and prints. You are forbidden to take icons, old paintings, jewels and other art and patrimony items out of Ukraine.
